As a young boy, Carl played in the sand box with Tonka trucks his parents bought him. When he was a teenager, his mother told him, “The world needs ditch diggers too, so you better get good grades.” As a young man at Cathedral Latin in Cleveland, Ohio, Carl took all of her advice to heart and developed a landscape maintenance company that helped pay for school, going on to study Landscape Architecture at Ohio State University. His after-school business was successful and became a full-service landscape design build company. Following is the history prior to where Carl is today.
The company expanded and needed heavy equipment for golf course renovations. The fleet grew along with the projects, paving the way for this heavy highway, subdivision, and shopping center general site contractor to evolve.
C.J. Natale Inc. (CJN) was born, operating over 100 pieces of heavy equipment and employing 200 employees, pursuing construction of major earth and utility projects. CJN specialized in subdivision and shopping center construction and water/waste water treatment plants. It became apparent there was a need for a contractor that could handle all aspects of construction. Soon, CJN created a sister company, Complete Site Management (CSM,) that allowed Carl and his team to provide an all-in-one service. This service eliminated the scope overlaps that often became a point of contention between owners and their contractors. With CJN and CSM on site, scope overlaps and scheduling conflicts were no longer issues.
Carl and C.J. Natale Inc. handled all of the heavy highway work, earthwork, utilities, lime and cement, stabilization, blasting, dewatering, and site accessibility. He also headed Complete Site Management and focused on the management of paving, concrete, site lighting, irrigation, landscaping, signage, and striping subcontractors. This, the “All in one service – Up to the front door” became the company catch phrase.
In 2004, CJN and CSM embarked on a project to redevelop a 100 acre existing solid waste landfill. The financial crisis of 2007/2008 hit as the project came to a close, with outstanding claims for additional work in excess of 5 million dollars. This, combined with the failure to get paid on several subdivision developments, forced CJN and CSM to sell most of its fleet of trucks and equipment in order to pay creditors, payroll tax, benefits, and the bank, ultimately leading to the closure of both companies.
This failure led Carl to realize the real need to document claims and study specific laws related to dispute resolution, lien laws, and litigation. Carl merged this knowledge with his construction experience and found himself working with Westfield Insurance Company/Ohio Farmers as an independent consultant to manage a major sewer default in Mt. Pleasant, PA. This project initiated the creation of Complete Construction Site Management (CCSM.)
